The buffer is a slice of profit that stays in the funded account. Payouts come only from profit above it: with a $25,000 account and a $1,200 locked buffer, you can withdraw from your balance above $26,200.
It is not a fee and it is not lost. It is what keeps a funded account alive after a payout, so that one withdrawal does not leave the account a single bad day from its floor.
